That's not to say that they don't build a lot of space habitats, though. Many of the other big spacefaring civilizations with which they interact regard them as weird environmentalist hippies for their unwillingness to industrialize planets or take them apart. They control a relatively small fraction of the real estate of the galaxies in which they're active (and mostly don't care about things like "controlling real estate").
